Dallas, in the mayor's infinite wisdom, has decided that it will fine anyone who gives money to the homeless!

Does this mean we can give Kenneth Lay one huge fine for making hundreds of people become homeless?

Seriously, it's one hundred and four fucking degrees, the city hates the homeless, the weather is pretty shitty, and I can't figure out why the homeless stay here. Seriously, this has to be one of the most uncaring, unfriendly, and fiscally irresponsible cities in the world. Why would anyone, especially the homeless, stay in Dallas?
